Roy W. Armstrong, Jr., age 77, a 40 year resident of Wheaton, passed away peacefully on Saturday, April 12 at home. He was born on February 9, 1931 in Wyandotte, MI to Roy W. Sr. and Francis Armstrong.
He proudly served in the U.S. Navy during the Korean Conflict. He dedicated his career in public service to improving healthcare services for all people. For 30 years he worked in the offices of the U. S. Department of Health, Education and Welfare retiring in 1993. He was responsible for setting up many humanitarian programs in the healthcare field. He was honored as Federal Employee of the Year in 1984. Roy also served as a cabinet member under Gov. James Thompson as Secretary of Health Policy and Planning.
Roy is survived by his beloved wife of 53 years, Marian; his children, Roy (Linda), Mark (Bridget), and Bruce (Candice) Armstrong, and Lisa (Torre) Nelson; 13 loving grandchildren; and a sister, Janice Freitag of Bellevue, WA..
He was preceded in death by his parents and an older sister, JoyceArmstrong.
All funeral services will be private. Roy's final resting place will be Abraham Lincoln National Cemetery in Elwood, IL.
