Regalado Toribio Arellano Carlos

Regalado Toribio Arellano Carlos, age 78, a resident of Winfield, IL, passed away on Friday, May 8, 2026. He was born April 7, 1948 in Santa Elena, Marikina, Philippines to Rodolfo & Josefa Carlos.

Regalado, known as Rely by his family and friends, was the eldest of 4 children. As a young man growing up in the Philippines, he helped care for his family’s livestock, run their shop, hunted, and played basketball with his friends. He first dreamt of becoming a fighter pilot, later an architect, but embracing his mathematical skills, he ultimately pursued engineering. Rely graduated from Mapua Institute of Engineering in Manila with a Bachelor’s of Science in Civil Engineering and worked on government projects before immigrating to the United States. For almost 30 years, he worked as a civil engineer, designing and building civil projects for the Chicagoland area. His second job consisted of playing chauffeur to his 3 daughters and caring for the menagerie of animals they decided to adopt. He loved bowling, hunting, shooting, mahjong, and most of all, being a Lolo (grandfather).

He is survived by his wife of 43 years, Imelda Santos Carlos, M.D.; his children Jocelynn, Kristine, and Regina; his grandchildren Ava and Miles; his siblings Edel, Teresita, and Madeleine. He also leaves behind many extended family members and loving friends who will miss him dearly.

A visitation will be held on Friday, May 29, 2026 from 3:00 p.m. – 8:00 p.m. at Hultgren Funeral Home, 565 Randy Road, Carol Stream, IL 60188. A funeral mass will be held on Saturday, May 30, 2026 at 10:30 a.m. at St. John the Baptist Catholic Church, 0S233 Church St, Winfield, IL 60190 followed by a celebratory luncheon.
